Maybe I'm missing something but how is it a reflection (mirror) of Terror? Terror says, "Destroy target nonartifact, nonblack creature." Purge says, "Destroy target artifact creature or black creature." So, Terror can affect 4 colors. Purge affects artifact and black creatures. I would say therefore that Terror is significantly more powerful because it affects 4 categories ("colors") of creatures whereas Purge only affects 2. Thoughts?
Having said that, however, it's obviously an excellent sideboard card. And the flavor text matches the card perfectly, as others have said.

I give it 4 stars just for being a reverse Terror.

@tpkatsa: It's a reflection because it affects the exact creatures that Terror doesn't.
