Nice value either way. Flavorfully, his doves either spread out on their own or stay in his trolley thang and make it stronger.

Imagine how much more flavorful it would be if Ornitharch lost flying when the tribute was paid. The birds scatter away and the chariot lands. Maybe it would gain haste or first strike or something.

On another note, I think this is the first uncommon Archon card.
