The new oracle is apparently corrected due to the new legend rule (as of Fall 2013); legendary permanents no longer destroy themselves simultaneously unless they are controlled by the same player.

Search each player's library for all cards with a rarity of "Rare" and set them aside. Then search each player's library for all cards with a rarity of "Uncommon" and those aside. Remove all cards set aside in this way from the game and each player then shuffle's their library.
