They're actually not that overcosted, but i can see why people don't like it.
Wizard usually doesn't go that linear on cost/efficiency when a card's mana cost passes the total amount of seven.

They simply seem a bit underwhelming as an 8-drop, but as LordRandomness put it:
"Consider that Mahamoti Djinn is pretty fairly priced at 4BlueBlue for a 5/6.
For the extra 2, you're getting a pair of Unsummons.
"
A gradually optional one as well - you won't have to worry about returning some of your own creatures or even the Hoverguards themselves.

The flavor text might even be self-referential to the usefulness of this card:
You'll only be able to cast it in long games, but in that case you'll be in a good position since you bounce your opponents' two biggest threats and get a huge flier.

Oddly enough, this looks like an interesting choice for reanimator nobody seems to have considered yet.

@Lordrandomness: But that's not how magic cards work. You have to wait with this in your hand for two more turns to use it. It's a dead draw for the first seven turns of the game while the Djinn comes out turn six.

This guy works very well in my casual Hypergenesis deck. Play all your other big guys first, let the opponents drop their big guys, then drop Hoverguard and bounce the big guys they were so happy to play for free. The bounce doesn't happen until after Hypergenesis resolves, so they won't be able to replay them. He can even bounce Emrakul, the Aeons Torn.
