Since it doesn't have to be combat damage, use one of the many enchantments or equipments to make him a pinger. tap him to deal a damage to the opponent and permanently tap a creature he controls. Whispersilk Cloak is amazing as well, offering guaranteed damage each turn as well as protection from the removal sure to head his way.

You can use Power of Fire with him to deal guaranteed damage and tap enemy creatures.

Compare to Dungeon Geists: they both have the same mana cost, both have flying, and both have an ability that involves tapping opponents' creatures without enabling them to untap as long as the card is on the Battlefield.

The key difference in their designs is the trigger for the ability, and it appears WotC balanced the advantage/disadvantage of Somnophore's trigger with the advantage/disadvantage of Dungeon Geists's trigger.

While Somnophore's deals-damage-to-a-player triggered ability is harder to trigger than Dungeon Geists' enters-the-Battlefield triggered ability, Dungeon Geists is limited in that it can restrict only one creature, while there is no limit to the number of creatures Somnophore can restrict, as long as it does damage to a player once for each trigger. Interestingly, Somnophore's ability can trigger even without combat damage, so if Somnophore is granted a way to deal damage to a player via a noncombat method, such as through being enchanted ... Azorius likes lockdown & detain, and Izzet likes pingers kinda like Staticaster, Gelectrode, Razorfin Hunter, Niv-Mizzet, Dracogenius, Grim Lavamancer, so both want this effect on cards in that color combo in the future. Very good design, if they made a Somnophore descendant cycle later on, having a faster/aggressive version with lower stats like 1/1 to come onto the battlefield sooner. One that used shadow like Temporal Isolation, a version like Cage of Hands, Unsummon, Volrath's Curse and maybe even one with Teferi's Curse. Maybe making one for each color that locks down a different permanent type, depending on color the "Somnophore" is. Like tapping out lands for a red "Geophore," or whatever and maybe unattaching auras in exile until your next upkeep fo... (see all)
