Reminds me of an old (in nineteen nineties) conversation that happened between ministers of Finland and England:
EM: I've heard that there is no law in Finland that prohibits computer fraud. Is that true?
FM: Yes and no.
EM: What do you mean?
FM: In Finland we really don't have a law that prohibits computer fraud, but we do have a law that prohibits fraud.
EM: Why don't you pass a law that prohibits computer fraud?
FM: Because our fraud law doesn't speak anything about methods or tools or such. Fraud is a fraud and it doesn't matter how you commit it. It's still illegal in FInland.

I can see why people hated clamfolk. Two out of three of the clams in Unglued were vanilla creatures with drawbacks. Way too boring for an un-set.
