This with darksteel plate as your only creature would be nice for control. Would need a few earthquakes to clear the board and slow down aggro to set it up. Perhaps with white splash and lightning helix to keep your health points up.

This card is better than it looks at first, mostly because of how it works with other Goblin deck cards.
First, it can be searched up by Goblin Matron and Goblin Recruiter. This is important, because it means you can just put one in your deck, then grab it when you absolutely need some creature destruction -- with lots of searchers, goblin decks benefit from having cards that cover specific situations.
Second, you can use Goblin Chirurgeon to break symmetry, so you can sacrifice your least important goblin if you lose the toss, while destroying your opponent's most important creature if you win.
(Also fun if you have some way to give all your creatures Shroud, since that forces your opponent to target their own creatures even if you lose the flip. But Goblin Chirurgeon is the best way to use this card, since it's a cheap and easy thing to throw into any goblin deck.)
