While it may just be a pretty underwhelming one drop, in the late game if you manage to get Shirei, Shizo's Caretaker out (assuming doing a BU deck) it can be pretty entertaining, especially with multiples out. It saved me more than once to be honest.

Oh, okay, that's fair. I was trying to figure out why someone would ever play this card. But as mentioned before, he turns Soulshift into card draw.

1/1 for is underwhelming, but this guy is not only in a more supported tribe than Fugitive Wizard, but basically acts as a pre-paid cycling if used correctly.
He's not a 2/5 card. He's...3/5. Functional.

Think of it as a bonus trigger for all your "Whenever you play a Spirit or Arcane spell" triggers. It plops down and triggers them once, then recycles itself afterwards. And you can soulshift into it if you reach soulshift 1.
