It's a bit better than it looks because of the arcane keyword. Letting your opponent attack, then playing this with splice is actually quite alright.

1 cmc is where you want your arcane enablers at.
You can tap your own pingers in response to casting this, even picky white pingers with attacking/blocking clauses.
This is easily better than holy day.
