Actually, that wouldn't be too bad. It would be cheaper than this. Think of it as land destruction and mana acceleration. Taking over someone's lands, regardless what it is, can really mess up their game.
Of course, this is quite a bit better for obvious reasons.

I want to cast this on someone's Homeward Path just for the lulz. Also, this card isn't all that terrible. You're pretty much "destroying" an opponent's land while getting a land yourself - think of it as an odd blue mix between Stone Rain and Rampant Growth.
