I see someone has mentioned Basilisk Collar and Charisma but another good combo would be Basilisk Collar and Scythe of the Wretched. Death Touch means every creature dies and when they die Scythe of the Wretched put them under your control.

If I'm not mistaken you would gain control of all of them and pick the one to attach the Scythe to but I would not be shocked if only the creature you elect to attach the Scythe to is the only that you get to retain control of.

give them wither or deathtouch (Blight Sickle and Quietus Spike, respectively) and get out a Levitation for creature ownage.

I'm not really sure what you're trying to do with that combo there. I mean sure you can play pact of the Titans as many times as you want, but you can only deal 3 damage to spite mare before you kill it and you're combo stops, leaving you with a payment of 12RedRedRed during you're next upkeep or lose the game.

I think a much better combo would be this with Swans of Bryn Argoll and Sismic Assault in addition to Pact of the Titan and Djinn Illuminatus

There are only three EDH choices for U/R, this, Jhoira, and Niv-Mizzet. This is the most boring of the three. :/

So, when you play this, each creature would take 1 damage and a target creature would gain flying until the end of the turn since Tibor and Lumia are considered both blue and red correct?

Underwhelming legendary creature imo. But maybe I am underestimating it, you get a free Jump and Tremor when you cast a BlueRed spell.

Red Haste creatures will Tremor before they arrive and any Blue bounce spell can put an attack in the air that turn.
