Fireball canverted mana cost, during cast, is X+R not 0+R. X is zero just in case the spell has not been cast (is everywhere except for the stack).
It's in the ruling 100% sure. There's the example of an X cost and if X is spent, the converted mana cost of the spell does include the X. If otherwise the card is not played (in hands, in the graveyard or deck) the X is zero.

@MyrBattlecube: No, the commander's converted mana cost is the same. It's an additional cost, applied only when casting from the command zone.

Looks to be a potentially devastating card, especially when paired up with any card able to copy it. Increasing Vengeance, Izzet Guildmage, Reiterate, and Wort, the Raidmother are the first cards to come to mind and are at least partially in the correct color. This way you don't need to rely on them playing something huge to deal them a large amount of damage.
Also, if I'm going to lose my hand due to Hypnox anyways...
