works great in a Hazezon Tamar Commander deck. If your opponent kills Hazezon Tamar, in response you play Shields of Velis Vel.

It actually doesn't effect them at all. Shields sets up the effect when it resolves, when something comes in later it wasn't around to be effected by Shields. If it did work like that, allies would trigger ETB stuff because everything would enter the battlefield and *immediately* be an ally.

Looks like it would be great in a sliver deck if you don't want to use only slivers. This card could be the key to opening up many possibilities in that regard, removing the requirement of sliver only creatures.
