Magic Arcana has already cleared up this issue. Noggles are huminoid Donkey creatures, the 'Real Magic' equivilant of Unhinged's Donkeyfolk.
There already is a race of half human/half horse people in Magic. It's called Satyrs.

Edit: @Liquidprism, yes and no. Satyrs are sometimes depicted as man-horses, sometimes as man-goats. Fauns are the ones that are consistently depicted as man-goats.

The distant cousin of centaurs. Except for horse half being the top part, and being a donkey.
