Can this card be used on your own Creatures? If so, can it then be removed whenever the caster feels like removing it?

In a recent game, I cast a spell which allowed me to control my opponents creature and attack him. He used Pacifism on his own creature and then removed the enchantment on his subsequent turn.

Is this the correct implementation or was it handled wrong?

For 1 extra mana Cage of Hands gives an option to shift targets and Arrest stops activated abilities. I'm surprised that everyone rates Pacifism so much higher
