Ben's comment is totally true -Regress rocks RoE limited. It counters three of the major set mechanics: Eldrazi, levellers and totem armour. The second I saw the key mechanics for the set I immediately looked for an Unsummon card, saw Regress sitting at 3 cmc, and /sighed knowing that everything would still be ok for my planned totem-armour/levellers deck. Having a faster bounce card like Unsummon in the set would have hurt it alot.

As for constructed, with Disperse in the format now, the addition of land bounce for one extra mana isn't so appealing, but there are still rare non-basic lands that you could sideboard this in against, namely Valakut, the Molten Pinnacle and the Worldwake man-lands. So your opponent has a Celestial Colonnade out with Terra Eternal on the board. So what? Bounce gets around indestructibility. Bounce can be especially handy against those lands, because they come in tapped, so... (see all)

Seeing as I one of the first sets I bought was RoE, I'd have to say that I loved this card when playing other RoE decks, but I can see why it's subpar in comparison to other alternatives. I may still run it casually though.

@Lunarchef : You'll probably never see this comment, but I'm pretty sure the creature featured is a 4/4 red Hellion token from Hellion Eruption.

@allmighty_abacus: Wrong. A card is not rated by its function, but by how well it does that function. By that logic, something like Ancestral Recall and Time Walk would be rated around 2.5 and 3 because you can't build a deck around them.

NOT strictly worse than Resounding Wave, can be run in EDH decks without the requisite color identity for the Wave. Also I'm pretty sure there's something that does bad things to cards in the hand with cycling...
