Honestly, the low rating kinda ***es me off.

The more open the format is so far as legal sets/cards, the more likely, IMO, you will find a situation where sideboarding this one is not at all a bad idea. It, as somebody mentioned before, can be useful in saving your ass from a burn spell AND preventing an opponent from benefiting from a spell that targets themselves.

It has niche uses, and this is probably better as a sideboard, but - depending on the format you play - spells that target a player, that you'd want to counter, aren't so absurdly rare that you can reasonably render this card completely useless or the like.

This card is an absolute godsend for my Kiln Fiend deck, what with all those Thoughtseize and Inquisition of Kozilek cards running amok.

This is good in mainly 2 match ups: burn and control mirror, usually esper or UWR. This is a cheap response to thoughtseize and all the burn in the other control. This also is a kind of planeswaker protection, if you play the walker and leave one blue open you can usually prevent them from double-bolting your elspeth, because the rulings on burn spells and planeswalkers are such that unless it says "target planeswalker" it actually targets you but the caster chooses to assign damage to the planeswalker.
