If the card were 4 mana, and target creature gets -3/-0, I might consider it. But any removal spell for 6 mana is just too costly to be good.
I admit, there are some situations where you can get a 2-for-1 when playing this card, but they are rather situational as you must also be playing a smaller creature deck. And against those kind of decks, are you going to make it to turn 8 or 9 when you can realistically play this card? Probably not. You are either going to win or lose before you play this card, and you'll likely lose if you use this card since it's 1 dead card until you have the land to play it.
Against bigger creatures, the -2/-0 is likely not to give you any card advantage. It will just save you a turn. In that case, the 6-mana cost is just going to be a huge waste. You'll wish you had a 2cc or 3cc removal spell instead.

If it were -0/-4, I would consider using it.. but it would still be really situational and a bit expensive. As is, it's completely unplayable.

This is a limited card. It kills something and hopefully through now imbalanced blocking it kills many more things . Its easily splashable. Yes it costs a lot, but it can also do a lot. For constructed, look elsewhere. And to those saying it should do anything that lowers thoughness... that would push it into more of a wrath effect, and thus would either cost more 
or just more in general, and it would definitely be rare and not uncommon. Use some common sense!
