The main reason it isn't good is because you can't fetch it with Zur.
Other than that, it's ok.
I really hope Theros is a slow standard environment so this is playable...

This really should cost {1}{W}{B}, I mean, can't the double color cost justify the meager taxing effect?
It would be so much more playable, and it's such a cool card...

Definietly not as good as Pillory, The activated ability clause can certainly come in handy, but I am much more comfortable pating 3 for my removal than 4. Plus, getting it out a turn earlier means a turn more to steal life, and if you are playing extort, extort is encouraging you to play cheap spells even late game.

I wish they had given this a Faith's Fetters style 'enchant permanent' effect, replacing the immediate 4 life with the slow drain seen here. That is a card I would be happy to pay 4 for.
