This at uncommon makes me very nervous for black in M14 Limited. What's my incentive to go strong into the color, if I'm not likely to pick up some decent removal?

Ugh, this card's rarity is indicative of everything wrong with Magic since NWO. Having decent cheap removal at common is essential to a fun Limited environment. I get that new players don't like losing their Dragon to it, but the flip side is that it is infuriating to have to play any player's bomb and know that once it hits the table there is nothing to draw to, because you never saw an answer in the draft the game is essentially over before the match even began. Please Wizards, repeal NWO and bring back useful, first pick worthy cards at common. You are doing everyone that loves the game a huge disservice.
