One of those ridiculously weak cards that you find in every set. The memory of pondering about its playability in one of my first Kamigawa sealed decks makes me smile.

Paying life for regenerate is a cool mechanic, but obviously R&D were overly cautious here. Rightly so, I suppose though. Yeah, this card sucks, but there were quite a few 'pay life' abilities made back in the day that get out of hand really easily. Good examples being Necropotence, Sylvan Library, Channel and Hatred. Obviously this card is no where near the level of the previously mentioned, but that's something to think about regarding paying life and balance.
It'd be nice to see "Pay X life: Regenerate" return as an ability on like an Angel or something. Even cooler if that creature had lifelink.

@BaconRadar: Hah, well-written! This card certainly is bizarrely bad. While your point about being glad it wasn't a rare is a fair one, keep in mind that Sensei's Divining Top was also an uncommon from Champions of Kamigawa... if you consider that every Numai Outcast you own could have been a top, you might find that you really angry up the blood quickly. =P

Why wouldn't you block it? The only reason not to is if they have some trick, and they can do that with any 1/1 creature.
