Control magic is not legal in the Modern format (it has been reprinted for Commander, but other than that, it isn't legal in much). Additionally, many modern decks are built to win on turn 2-3, which increases the need for a low cost enchantment and actually mitigates the drawback (since a lot of the creatures you see will be below 2 cmc). Put those two together and you get why this card is $13+.
