Magic Arcana missidentified the race of the lady holding the cleaver. He (Monty Ashley wrote this Arcana) refered to her as a "human". As one can tell by the ears, she's an elf.

I stuck this in my Rafiq EDH deck and have really enjoyed it.

I could see this being useful for the late game in a red or white weenie deck when your two-drops can no longer pose a threat on their own, and you don't have more than one to cast per turn anyway. This ensures that any of your creatures will remain a threat.

Use Magnetic Theft. An equipment deck can win very quickly under those conditions.

haha that image is hiliarious!!! That's the part of her story where she realizes she can't actually lift the weapon off the ground...mere moments later she's sawn in two by some huge creature she thought she could take.
