They are actually doing that for the new slivers in M2014.

However, I disagree with you for this card. A bad moon seems pretty global doesn't it? I would expect that something like this helps other black creatures too.

First magic card I ever saw, my family was at a homeschooling conference in Baltimore and some kids were playing magic out back and one of them left it there, I lost it a day after I got home :(
