I'd play it at 5 mana, maybe six, but they might as well have costed this at 9 or 10. It's like a throwback to Blazing Archon except it sucks in reanimator.

I run two of these in my Azorius detain and sky attack deck. When he hits the table, if the opponent doesn't have a removal spell in hand, it's game over. Keep a counter spell, dissipate, syncopate in your hand for the win....

In a control deck, 7 mana for his double detain ability is not too much at all. This guy see's play almost every game I draw him in.

But seriously the real clause to note is its any permanent- Your opponents lands, his creatures, his Birthing Pod, his Mindslaver... and in EDH, hes not locked down till end of turn, but has to wait all the way until YOU have your turn.

On a flavor note, i wonder what that Triumvirate is, perhaps it is an organization within the Azorius of bureaucratic importance which will be detailed later on, or even receive the honor of its own card- One can hope.

A welcomed and amazing addition to the might of the Azorius.

Just played a game with him as the MVP. He shines with Cackling Counterpart buddies to help him detain up to 6.
