4.5 out of 5 for just being flavorfully awesome. At very least, makes a playable sideboard card vs mirror type matches.

And Mindbreak Trap can still be countered.

If you can fit red in, this is going to be interdicted by Counterflux. (Please wait a few weeks from posting for link to properly manifest.) Slightly lower CMC, can be overloaded (I'm not sure that's going to be recommendable in Commander if you don't want to get painted with several crosshairs at once...)...

This won't really win counter wars as the original spell can be targeted as other members have already pointed out. What this can do, however is to prevent counter wars during your opponent's turn.

If your opponent casts a key card and has countermagic in hand to defend it, playing this immediately will definitely shoot down the spell without offering your opponent a chance to counter back. And even if you succeeded in stopping his spell, you still haven't fished out his countermagic which in turn he can still use to stop your key cards.

Best played on your opponent's turn, not yours.
