I've seen it used well with Consuming Aberration.

You can sort of use him for mill.
Sage's Row Denizen mills 2 every time he enters the battlefield.
Selhoff Occultist mills 1 every time he leaves the battlefield.
Combine with a sac engine, like, Altar of Dementia, and mill an extra 1 or more depending on what you have on hand (Bad Moon?).

Wasnt there some super broken combo with Zodiac Dragon that made them errata it to "is put into your graveyard from the battlefield" rather than "is put in your graveyard"? Psychatog broke it I think. Thats why they cant make that type of ability.
Though I agree, it would have been very interesting if it had "when it is put into your graveyard, if you did not discard it..." or something along those lines.
