This card solves the dilemma of play/draw, as it influences whether your opponent will give you the advantage of deck- thinning, land draw, and consistent mana quality, or become mana-deprived and cast nothing before you lose.

I always loved using this card to thin my deck. Avoid dropping land just to remove 3 extra cards from my deck a turn that I didn't need anyway.

So the way I see it, the flavor of this card is that you magically connect with a Bureaucrat friend in the towns who can get the deed to a bunch of land and lets you draw extra mana from them.
...seems pretty white.
