Yes, this is strictly worse than Storm Crow, because having to use additional cards (Sigil Captain, Sword of the Meek, Skullclamp, etc.) invalidates the "strictly" part.

the best thing you can do in Mtg is cast get the fish in this art revenge by using polymerization on storm crow and the fish in this art to make mulldrifter, then kill your opponents sea eagle with it. and then jam an arrow into his knee and chortle ahahahha
