For triple the mana of Ancestral Recall, you can easily triple the raw advantage it provides, AND get back your Ancestral Recall to use again. Only thing you have to be careful of, is, you know, your opponent.

It gives a far bigger advantage than being the first guy to use those cards. It gives the advantage of being the guy to choose when this happens. Remember, the battlefield stays.

It's a great card, but consider that it wasn't long before The Deck relegated this to the sideboard, and the only ones using it were combo decks. Contrast that to Time Walk and Ancestral Recall, which would never be sideboard material - maindeck for life - and you see there is a big difference between a powerful card (like this one), and a Power 9 card.

In my opinion, and the opinion of most classically famous Type 1 players, the actual 9th card of the Power 9 is Sol Ring, for the same reasons as the moxes and lotus. The only reason it's not obvious is that Sol Ring didn't hold the same rarity. Consider that in terms of raw power, a Sol Ring quite frequently can be more potent than an off-color mox (not on that turn, but for the rest of the game), and it's harder to kill one with Gorilla Shaman as well.

Probably my favorite of the Power 9 as it actually takes a little bit of thought to play it properly. I mean the moxes and the lotus can go into nearly any deck. Ancestral Recall and Time Walk make any blue deck better. This however requires a deficit in card advantage for it to become truly advantageous. Mind you, any blue deck worth it's salt will easily be able to abuse it. That said, holy monkeyball flipping jesus is this an unbelievable card.

Often considered the weakest of the P9 when people compare them individually, I think it's by far the strongest in multiples. With just two in your deck you can constantly keep refilling your library and hand, getting repeated uses out of your lotuses, recalls, and timewalks. Anyone who has seen an unrestricted timetwister knows its power.

@WrathofShane:Back then, there was no 4 card limit.
Drop your hand full of moxen and timetwister, then do it over and over. Finish it with Time Walk. Then fireball when you untap your 20 moxen.

If you really wanted to have fun, you could just have made a deck with one Fireball or Braingeyser, 19 Timetwisters and 20 Black Lotuses (the minimum deck size was 40). Just play all Lotuses from your hand, sac them for blue mana and cast Timetwister (bringing the used Lotuses back to your library). Repeat until you have enough mana to either kill your opponent with fireball or mill him with Braingeyser. The Braingeyser variant also allows you to draw your entire deck when you have enough mana, after which you should have at least 60 mana in pool (from your 20 Lotuses).

This is a great card, but it's been a little bit overshadowed by changes in the game over time. In most circumstances, this is going to give your opponent the play on the new hand first, unless you've got plenty of land out. And if you have plenty of land out, you would rather use Time Spiral. and have all of them untap. I think it's the same way in which Feldon's Cane is no longer really that great and has also been replaced by better cards (Elixir of Immortality).

The weakest of the Power 9, though even being part of the Power 9 is enough to garner a 6/5 rating. Unfortunately, I can't; a 5/5 will suffice.
