@xaipe24: I don't think you understand "strictly better". Throw all hypothetical situations out the window aside from this one: You have a deck that is a stack of 59 basic lands. Which card would you rather put in your deck as number 60?

I know that this isn't technically strictly better than Storm Crow but it is still far far better. Artifact isn't even really a weakness, hate for it only exists in sideboards and generally is still only a one for one in the vast majority of cases. Artifacts also gets far more support than blue creatures.
Essentially, yes, being an artifact makes it not strictly better but at the point where you put this card in your deck, I guarantee it will be better than Storm Crow in every situation that actually comes up.

If you add the price of Tempered Steel to the Hovermyr, it actually costs the same.

I actually wish this didn't have vigilance; I'm working on a teaching deck and a cheap flier to go in anything is really nice to have, but I dislike being unable to unilaterally say all creatures tap when they attack.
