The first time i read this i thought it said "put that creature in your hand" and what attempted to justify it's mediocre effect over another card like Raise dead was the prescence of cycling.
Then I reread it...
and then I reread it again...
and I'm still not sure if i'm reading it right.

An amazing card from one of the most powerful blocks in Magic history. Combos well with creatures with "Comes into play" abilities, and even cycles!

As Guest said, the combo potential of this is without bounds (kinda), and the Cycling ability just makes it go over the top. If you don't have a creature with cc 3 or less in the grave, you can still Cycle it to thin your deck and draw closer to the cards you want.

Very unique among common rarity cards with cycling; the non-cycling effect is freaking amazing.
It's got cycling, it's named 'Unearth'.
