Oh ye gods. I thought of a silly strategy to use with championing creatures(clone them with Kiki-Jiki, Mirror Breaker, and champion themself) and this is the perfect one to abuse it with. Tapping a player's lands every turn is just so very mean, and if you get lucky you could pull it off by turn five. And it doesn't even require mana to keep doing it.
It's breakable if they have a mountain and bolt in hand, but still very very mean.
...I'm tempted to build a deck around this now. Two(well, three, but one generic)-card stasis combo is not at all bad.

It's an instant 4/4 flier for 4... the tapping of your opponent's lands is just gravy. Tasty faerie gravy.

Actually, this is going to be broken once mana burn leaves, because mana will also start to empty at the end of steps and phases, so "Mistbind Clique during your upkeep" doesn't even allow you to float the mana hoping to draw something during the draw step.
