@TheStormWithin Yep. A newly summoned creature can be tapped (that's one way to get past a blocker), it just can't tap itself.

@tavaritz Does the fact that it's a cost make a difference? As far as I'm aware, if it's not specified, you can tap a tapped creature. Which would make this card the most broken thing in the whole world.

The much weaker version Glare of Subdual saw major play in Standard (it doesn't tap lands, so it can't lock down all their mana every turn like Opposition does). This really shows how powerful blue was back in the day of Urza block.

Man this card is gonna be nuts with the Inspired mechanic from Born of the Gods. So many infinites leading to instant kills. :S

Dear Sir,
If I may direct you to Captivating Vampire and Skirsdag High Priest as examples, you'll see that Wizards words it this way literally all the time. My guess for the reasoning for this is so that cards like this where the tap symbol is absent don't confuse new players into trying to tap untapped creatures to pay a cost. It's also to differentiate between the fact that creatures always have to start untapped to tap them for a cost, whereas a creature can always be targeted to be tapped as part of an effect as long as it's a legal target.
