No, only reduces the actual casting cost of the card when you cast it from your hand. You wouldn't be able to tutor a Prophetic Prism because you have an Etherium Sculptor in play.
Also, reprint for the love of Esper...reprint.

Getting these guys in my opening hand is always something I love.
Turn 1: Arcane Sanctum
Turn 2: Island, Etherium Sculptor
Turn 3: Island, Etherium Sculptor, Master Transmuter
Turn 4: Bounce a sculptor for Darksteel Colossus
(Opponent scoops if not playing white.) 5*

So basically you can create an artifact deck with max creature CMC of 4, have 4 of these in your deck, and basically create an army of free artifact creatures backed up by at least one Steel Overseer, with draw card spells in just to pump up myself up further and maybe draw a Darksteel Forge that now costs probably ? I can have a mono-blue weenie deck that's the best of both worlds.
