It seems to me this guy would work well in a slow U/B reanimator/control deck. Discard any creatures you want to resurrect while drawing counterspells or removal.

Looting effects don't always have to be for reanimation purposes. This kind of card can also easily be used to simply make your hand better. See a card you don't like, or is not useful to you right now? Discard it and see what you pick up.
Newer looters let you draw first though so this guys is bad for that sort of this. If you are not using black cards for the cost, then you have a crappier looter than most.
