On the sideboard this is in incredible card. Since white weenie is coming back in a major way, having the possibility to twofer or threefer at instant speed (in response to a buff spell) is HUGE. Will this card always be useful? No, it won't. But just because Protection from Black doesn't help always doesn't make it a useless ability.

"This card is not that interesting. lots of better burn."
"No use for this card at all"
I disagree. Early on in the game this can kill 2 or 3 weak creatures, and since both white and blue tend to have smaller creatures this can be useful -- especially when you're using a red speed deck and need all the help you can get clearing away early opposition to obtain the quick win.
3.5/5 on the sideboard (Only because it isn't as versatile as, say, Deathmark, Celestial Purge, or Flashfreeze. In certain deck's sideboards I think it could work great though.).

I like Arc Trail better. Almost strictly better in fact. And this is worse than Lightning Bolt for that purpose, so its niche has been taken by two cards.

This was a quick reprint...Funny how no one thought this card was a core set plant...

It seems like color hate is geting a big comback, thank god we are not having anything broken like karma, gloom, flashfires, ect...
Though I have to agree with bowlofgumbo and VirtueVsVice, this card can be quite lethal when used right. Makes a great sideboard card, but restrictive enough that you don't see it in everyones sideboard.
