Don't laugh, creatures with war cry are not allowed to be underestimated.

This guy is actually pretty great in limited. Your opponent can't afford to ignore a 4/4 body, and the Ringleader's also frustratingly difficult to deal with - not impossible by any means, but it's not easy. He provides a hefty body for Boros Battlecry decks and is pretty efficient for his cost with Battle Cry tacked on.
Considering the flavor, he does feel like he should have some sort of "put two goblins in play when he enters the battlefield" clause.

These "berserker" creatures get a worse rap than they deserve. I rather like them in multiplayer. "Oh snap, I've got this creature, I have to attack with it, sorry bud, swinging your way..." Politics.
