@Jokergius: This is incorrect. Yes, the targeted permanent stays exiled forever (unlike Oblivion Ring). However the second ability only functions from the battlefield, otherwise it would create an emblem like Elspeth or have some rule on the card stating so like Skullbriar.
Still, it gets rid of Squadron Hawk.

Looking around at some of the Venser, the Sojourner decks people are cooking up, I'm legitimately scared of this card, because even a single can do evil...evil...things.

you don't get your permanent back, or cast ANYMORE for that matter...
Read it carefully...
It does not say "When Exclusion Ritual leaves the battlefield, return the exiled card to the battlefield under its owner's control."
BUT casting cost of TWO Oblivion Rings???

I don't like the card.
If white does something like a Meddling Mage, it should be more like a Runed Halo. It shouldn't prevent other players to cast the spell, but it should render that permanent useless against you. This is quite an important difference in multiplayer games. Imprinting a card on the battlefield doesn't feel white either.
So make a blue version for 2UUU and I wouldn't be a SAD PANDA.
