Water magic draining mana from your enemy seems pretty blue to me.
Not the most useful thing ever printed. But in a deck built purely to annoy the *** out of other players, instead of actually winning the game, a few of these can come in handy.

People ran this with winter orb back in the day, because with the orb it basically read, "UUU destroy target land."

So basically, your opponent either has to let the land go or pay 1 to keep it around.
Not exactly threatening, especially since they can pay a single life and keep it around for almost forever.
