interesting flavor... but even with the life loss, the color requirement makes it worse than essence scatter outside mono-blue.

You're better off using Remove Soul in any non-mono blue deck, but even then if you're at least 50% blue this card isn't half bad.

It's NOT strictly worse than Counterspell, because you can only have four of those. So a good control deck should have those four, plus four of these.

The double color requirement can be very awkward if you're not playing mono-blue. The 1 life is mostly negligible for control anyway. You're better off playing Essence Scatter.

Once upon a time, back only a few sets ago, people could actually play things.. the only counterspell was cancel, and the people rejoiced when their red and green decks actually got to play their creatures.. and then they printed 5 good counter spells in one format and no one played anything ever again. Oh well, no worse than deprive.

Pretty boring cycle if you ask me. "Take balanced old cards, make them harder to cost in matters of color requirements, and add 1 lifeloss". The result is a cycle of boring cards that ain't horrible but not good and definately worse than their older cousins. Seems like wizards ran out of ideas at this point.
I give it 0.5 points for beeing such an annoying cycle.
