A perfect card for the Tezzeret deck.
If Steel Overseer costed , I'm pretty sure people would still find it great.
But at , adding counters instead of being a lord, in a set with Ornithopter, and going into a set with proliferate AND a buttload of artifact creatures (wink wink Memnite)?
I can't think of a core set where this could've fit any better in, and I can't think of a duel-deck where it fit in as well as it did.

No. If it did, it would be worded as "Whenever Steel Overseer attacks, put a +1/+1 counter on each artifact creature you control." As it is not worded that way, you can *either* tap him for his effect *or* to attack.
