This card actually isn't bad. A "poor man's Mox" of sorts, this card can really help out in artifact decks, affinity or otherwise, and it makes your friends hate you less than when you run cards like Dark Ritual :P

Play with Pox . This lets you conserve a mana without losing cards you would otherwise play, which allowing you to empty your hand quickly lets you pitch cards to Pox you want to instead of pitching 2 or 3. It also lets recover by giving you turns back after you sacrifice lands. Up for debate whether or not this is better or worse than cards like Chrome Mox you could maybe do better but with this you will not lose a useful card.

Wouldn't an ability like (tap) remove a charge counter and add 1 mana of any color you could produce to your mana pool be closer to the flavor of the original?

willpell's version is universal mana-washing like Pulse of Llanowar or Mycosynth Lattice. I don't think that's intended. Aaron's text is sensible.
This does seem like a somewhat overlooked card. I wouldn't normally need a minor accelerant like this in my casual decks, so I have a hard time imagining finding the space, but I think I can imagine using it in a metalcraft deck or something. I did get a random Jor Kadeen, the Prevailer in my last draft, so maybe this would make a fun unlikely pairing with him :)

The zero cost is nice, can certainly be useful in a mutl-colored deck. Not great, but I could see this saving your bacon if you were running 3 colors and needed several of a particular mana.

Jeweled Amulet
Artifact, (0)
Jeweled Amulet does not untap during your untap step.
(1), TAP: Put a charge counter on Jeweled Amulet
UNTAP, Remove a charge counter from Jeweled Amulet: Add one mana of any color to your mana pool.
It skips the part about having to get back the same color of mana you put in, but there's no easy way of doing that without some technology that isn't part of the main game yet.

this card needs a reprint with a bit of a change something like; comes in to play with 3 charge counters that tap for any color like a gemstone mine but in artifact form

I always used this card when there was such as thing as mana burn to filter out any remaining mana that I might have had before ending my turn. By doing so I not only preserved mana but also life.
