For it's time, this was one of the most annoying cards in existence.
It's use in blue control is trumped only by Mr.Superman (Morphling for those of you who are unfamiliar with Mr.Superman). And that's only because Superman can attack.
IMO this is an easy decision.

Use training grounds would make this even better. Put in a deck that can abuse this guys versatility would be near unstoppable.

I'm not sure why this is rated so low.
A COLORLESS fire-breathing and toughness pumping ability in addition to the ability to expend some mana to "snipe" some other creatures it's not blocking.
5 mana is a bit expensive, but it is an artifact which means the urzatron would work perfectly with it and its a 0/4 which makes it resistant enough to damage to survive a bolt without expending any mana to buff it up.
I give it 4/5.
