@Escef actually, it's a reprint of a functional reprint of Ghitu War Cry! :D
Since it uses the original art, you can tell it's from Kamigawa block.
Maybe you forgot about it since this block wasn't overall that well received, but each of its expansions had one influential artifact in it: Sensei's Divining Top (Champions of Kamigawa), Umezawa's Jitte (Betrayers of Kamigawa) and Pithing Needle (Saviors of Kamigawa, the expansion where this card was originally from).

Look, the this card has a lot of potential. IT's beauty is that not only it doesn't give card disadventage, it also make all your creature firebreathing. Litearly, by turn 3 or 4 a fast paced red deck might have ran out of gas or want to keep their burns for that reach. It gives a great use for the extra mana you might have. It also means that if one creature of yours gets thorugh, they would take any arbitary amount of damage that you can afford. The only draw back being it requires creatures on your part. But it's almost never obsolete in any stage of the game. It turns your mana into use. Great freaken card.
