Yes, they still exist. They have existed for years now, and rightfully so. I think you guys can stop whining about them now. Whine about power creep, whine about an old staple, whine about bad rares, complain about fair commons.
Seriously, an expected common reprint (with nice flavor) is really stupid to complain about.
That, and wolf is actually a legit tribe in ascension. More than Giant ever was, outside Lorwyn.

Personally, I really like the flavour, and the tribal assignment makes it a decent card in draft, where it's clearly intended to see play.
Perfectly fine by me. There's something elegant about simple cards that slot into your draft deck's colour/tribe/mana curve perfectly - like the door of an expensive car closing.

I mean, I dunno: Hill Giant in limited WASN'T useless. It was 6-12 pick for red, since big red creatures are scarce. Give it a creature type that's viable in this set (WINK WINK IMMERWOLF COUGH SNORT WINK NUDGE NUDGE) or block (COUGH COUGH BLERGH MOONMIST PFT RRRR WINK) and you MAY have a decent time playing this.
Personally, it's not deserving of its 1.5 star rating. maybe 2 to 2.5.
