A never-gone Arrest. I can dig it. Touch expensive, but the ability to reliably lock down anything that shows it's ugly face is nice, and the new Azorius aesthetics are looking snazzy.

Better then it looks, this can change the tide of the match, since it always change target at the beggining of your upkeep. This will be crazy hard to deal in multiples.

if control decks are possible, this will be important.
With this in play and having the threat of a board wipe in hand, aggro decks will have to tread lightly. If they overextend and run into a board wipe then they lose, but if they don't then they won't have the board presence to get past this.
