If it can join with any physical form, why does it choose a wall? Wouldn't it make more sense to be a Changeling?

Can someone please give me a ruling on this.
A player has Sunscape Familiar and casts a blue spell that normally would be CMC of 2. Thanks to the Sunscape the CMC for them is 1. Can I cast a Spellstutter Sprite with no other Faeries in play to counter it?

I really want to make some sort of Evolve, Proliferate, Counter deck. This guy may help...

And @sauvesean, any card that's cast will always have the same CMC, regardless of what you paid for it.
