As Conley said in his set review, without a cantrip attached this kind of effect is just not good enough to see play.

There are two cards that annoy the hell out of me in limited: this and Swift Justice.
So now, I play blue and take these. You know what card becomes completely useless from this?
uhh... it's swift justice. That's the answer. I'd also take Dynacharge as well.

i just need to remind everyone this isn't fog because you can use it to prevent your creatures from dying and still kill theirs. fog doesn't do that

This is an Izzet card, so I'm a little disappointed at the lack of imagination that this card's rating currently shows. Although it might look like a bland pseudo-fog effect, I believe that it has far more potential than that.
The Izzet aren't exactly known for being the most stable bunch, so a lot of their cards have lopsided P/T ratios. Take a look at Fluxcharger or even Cobblebrute if you're wondering what I mean.
For a card like Cobblebrute, being blocked is often deadly and all you really want to do is connect with the other guy's face for that 5 damage. Because of this, your opponent will take every opportunity to trade with the Brute in combat. That's where Downsize comes in.
With proper timing, an overloaded Downsize can make your team of Fluxchargers (now fluxed into 5/1's) and Cobblebrutes into a deadly force. What would normally be 1-for-1 trades becomes a total loss for your opponent and dramatic card advantage for you. And all o... (see all)
