The funny "IF it's white" phrasing, instead of "Bury target white creature", makes the card a whole lot better. First of all it means you can target a non-white creature to just draw a card. More importantly, it lets you cast it targeting a non-white creature before using Sleight of Mind, Glamerdye, Crystal Spray, et cetera to allow it to kill the non-white creature; if the "IF" phrasing wasn't there, you couldn't put the spell on the stack before changing it's color word because the target wouldn't be valid.

In a deck built around Precursor Golem, this card can be used as removal against {W} creatures... or you can target the golems to draw 3 cards.
Interesting wording, same the draw happens on the upkeep though.
